The 2007-08 crisis drove the move to twin peaks. Northern Rock and the wider banking failures showed that one regulator had not watched both conduct and safety and soundness closely enough. Further reforms followed: ring-fencing of the largest banks' core retail business from 1 January 2019 (Financial Services (Banking Reform) Act 2013), and SM&CR to make senior individuals accountable.
Trap: giving the FSA to the 1986 Act, or twin peaks to FSMA 2000. The FSA came with FSMA 2000; the FCA and PRA came with the 2012 Act.

Worked example: put in order twin peaks, regulated mortgage advice, the Consumer Duty and second charges joining MCOB. Mortgage advice (2004), twin peaks (2013), second charges (2016), Consumer Duty (2023).
A 2002 mortgage sits before M-Day, so MCOB does not apply to the advice. A 2017 second charge loan sits after 21 March 2016, so MCOB governed it, not CONC. The RDR did not touch mortgage procuration fees; brokers still receive them and disclose them.
Trap: swapping 31 Oct 2004 (mortgages) with 14 Jan 2005 (general insurance), or thinking the RDR banned mortgage commission.
